		<description>I think you&#039;re right Tom. How far is the BBC expected to (try) and stretch the license fee? That it already broadcasts to TV, Radio, Online and Mobile (web) is enough. Like its magazine division, anything beyond that should be considered an enterprise, with a plan. And a balance sheet!</description>

The problem is the BBC giving it away for free. The solution is requiring the BBC to move into more revenue-generating activity. 

This would have two benefits.  The BBC would not undermine the market by unfairly competing with other content vendors. And any profits could be used to offset the licence fee.
